Staff


Dave Anderson

Dave joined APAC as its Executive Director in 2004. He is also APAC's National Project Director and serves as staff for the Manufactured Home Owners Association of America (MHOAA). Previously, he was executive director for the Minnesota Public Interest Research Group (MPIRG) for three years and associate state director and acting-state director of the Minnesota Senior Federation for two years. He has held positions as a board chair, administrative director, organizer, and fundraiser/canvasser. For a number of years, he has been involved with neighborhood revitalization and affordable housing efforts in Minneapolis. He now serves on the boards of Community Shares of Minnesota, Energy CENTS, Housing Preservation Project, and, in an advisory role, MHOAA. Justin Bell

Justin Bell, APAC’s Legal & Policy Director as well as Staff Attorney, joined the organization in January 2009. Justin received his J.D. from Hamline University School of Law and his undergraduate degree from St. Mary’s University in Winona, MN. In law school Justin focused his studies on Public Policy and nonprofit law and worked with local government during the 2007 and 2008 legislative sessions. He worked in the Hamline Nonprofit Law Clinic where he focused on neighborhood and community groups. He has been involved with a range of nonprofit and community organizations, including Phillips West Neighborhood Association (in Minneapolis), Hamline Law DFL, and BUDDIES (working with developmentally disabled individuals). Susan Ronau

Susan is a student at the University of St. Thomas School of Law and joined APAC as a law clerk in September 2009. Susan grew up in Gales Ferry, Connecticut and obtained her undergraduate degree in criminal justice at Salve Regina University in Newport, Rhode Island. Susan has interned as a court clerk in Norwich, Connecticut, where she helped with pro se divorces and civil disputes, and a legal intern in Newport, Rhode Island, where she did work for an immigration attorney. Matt Lindeman

Matt is a student at Hamline University School of Law and joined APAC in January 2010 as a Law Clerk. Matt grew up in Cottage Grove, MN and earned a B.A. in Economics from St. John’s University in Collegeville, MN in 2009. Matt is looking forward to beginning his legal career with APAC in an effort to better represent and explain the rights of manufactured housing residents.

Sarah Paige

Sarah joined APAC as a community organizer in 2010. She received a degree as a legal administrative assistant from Minnesota State Community and Technical College in Moorhead, interned with Sen. Nicole Kearns

Nicole joined APAC as a community organizer in 2010. She received a bachelors degree from St. Mary’s University of Minnesota in Winona and is now attending Hamline University School of Law.

Board of Directors


Bev Adrian

Bev Adrian, Board President, joined the board in 2005 as a resident of Shady Lane (Bloomington). As president of Shady Lane resident association, she was part of the first exercise of the right of first refusal established under state law. It was challenged by the park owner and successfully upheld in court, establishing a legal precedent for the right of first refusal in the state of Minnesota. Chris Lustig

Chris Lustig, Board First Vice President, joined the board in 2009 as a resident of Arden Manor (Arden Village). She has been a leader in the fight to protect her community from proposed expansions to highways bordering her community that would cause many of her neighbors to lose their homes. She has also been active in statewide efforts to change how transportation planning effects parks.


Pat Therrien

Pat Therrien, Board Second Vice President, joined the board in 1999 as a resident of Apple Valley Estates. She was a leader of the successful effort to pass a Apple Valley park-closing ordinance in 2000. She was a leader in the successful class action lawsuit to stop her park owner from breaking leases with residents in order to install submeters and separately charge, over and above lot rent, for water. Pat has also served as an area vice president for the Manufactured Home Owners Association of America.


Paul Wissmiller

Paul Wissmiller, Board Treasurer, joined the board in 2006 as a resident of Lowry Grove (St. Anthony). Paul was a leader in passing a St. Anthony park-closing ordinance and in filing a lawsuit to improve park conditions. He is currently the president of the Lowry Grove Resident Association. Paul also chairs APAC’s finance & fundraising committee and organizes the annual St. Paul Saints fundraiser.


Pat Freeman

Pat Freeman, Board Secretary, joined the board in 2006 as a resident of Croix Estates (Chisago City). In 2007, she took on a strong leadership role in legislative work helping to create the Minnesota Manufactured Home Relocation Trust Fund. She also previously served as Board Second Vice President.


Leslie Ann

Leslie Ann joined the board in 2010 as a resident of Fischer Garden (Sauk Rapids). She has been a leader in forming her park's resident association and working to improve the community for all residents.


Sylvia Caballero

Sylvia Caballero joined the board in 2010 as a resident of Fischer Garden (Sauk Rapids). She has been a leader in forming her park's resident association and working to improve the community for all residents.


John Freeman

John Freeman joined the board in 2006 as a resident of Croix Estates (Chisago City). In 2007, he took on a strong leadership role in legislative work helping to create the Minnesota Manufactured Home Relocation Trust Fund. He chairs APAC’s legislative committee and serves on Minnesota's manufactured housing advisory committee.

He has been a leader in the fight to protect his community from proposed expansions to highways bordering his community that would cause many of his neighbors to lose their homes. He has also been active in statewide efforts to change how transportation planning effects parks.

Doris Onstad

Doris Onstad joined the board in 2010 as a resident of Paul Revere Cooperative (Lexington). She has a unique perspective not only as a resident of one of only four park cooperatives in the state, but also as a former resident of a park that closed, Whispering Oaks (Oakdale).


Duane Sheaser

Duane Sheaser joined the board in 2009 as a resident of Arden Manor (Arden Village). He has been a leader in the fight to protect his community from proposed expansions to highways bordering his community that would cause many of his neighbors to lose their homes. He has also been active in statewide efforts to change how transportation planning effects parks.


Raye Steiner

Raye Steiner joined the board in 2008 as a resident of Skyline Village (Inver Grove Heights). She has been a leader in pushing for fixing park infrastructure problems and in filing a lawsuit to hold down rent increases.


Paul Westveer

Paul Westveer joined the board in 2010 as a resident of Bonnevista Terrace (Shakopee). He has been a leader in the fight to protect his community from proposed expansions to highways bordering his community that would cause many of his neighbors to lose their homes. He has also been active in statewide efforts to change how transportation planning effects parks.


Phillip Jarosz

Phillip Jarosz became an alternative representative to the board in 2009 as a resident of Arden Manor (Arden Village).
